Was the Ukraine war set up so that Palestinians could be sent to Ukraine after the war?

Apparently a Ukrainian foreign minister said that Ukraine will need millions of immigrants after the war, somebody suggested that the Palestinians will be moved there.

If so the whole war could have been set up for this outcome?
