Do people who commit fraud always win in life?

Do people doing fraud win the most in life and make a boat load of money? I'm asking because I study at a top UNI in Canada and my parents have always compared to the immigrants coming from places like India mostly telling me they make so much more money than you.

Today I asked an Indian student and she said the whole world runs on fraud and said your parents are probably talking about the people who take money through cash or other means and laughed at me when I said I don't commit fraud. I've never done fraud in my life but have been defrauded from many people like bought a new expensive phone (990 dollars back in 2019) and had it stolen and many other bad things have happened, this was like the lower end of my list.

She also said the government is soft and never goes after the fraudsters. She said her whole family does this stuff and she's going back to India to do it there as well with them because it sucks living here for her.

Is this actually true do governments around the world don't care about fraud?
