Why do people think an apology means they are exempt from their actions?

People always apologize to me f 33 after doing some deeply deplorable things to me and then double down as if them saying they apologize should grant them entry into my life. I don’t go out of my way to hurt others or think of ways to force them into forgiving me, but I wish people would fucking disappear sometimes. If I say I don’t want them bothering me, it’s like this big ass thing where they feel entitled to some fake ass friendship with me.
