Why do people often say things like “The fact that you worry if you’re a good person makes you a good person”

For example when somebody says “I’m worried I’m not a good friend”

A lot of people answer like“you think whether you’re a good friend or not. It means you care and you’re not a bad friend”

Why do people say this? Is it a way to comfort others? Or do people actually believe that?

What is the actual logic behind it? Somebody can be a horrible friend and worry about it, and that doesn’t change the fact that they are a horrible friend. Worrying or thinking about it doesn’t necessary lead to improved behaviors in my opinion.
