On Halloween, 1963, JFK signed his last bill into law—the Community Mental Health Act. His head was hollowed out 22 days later.

The Act—"An Act to provide assistance in combating mental retardation through grants for construction of research centers and grants for facilities for the mentally retarded and assistance in improving mental health through grants for construction and initial staffing"—led to the process of deinstitutionalization, which is the release of institutionalized individuals from institutional care (as in a psychiatric hospital) to care in the community.

But according to Boston University’s radio station, in an article from 2013, "The three largest mental health providers in the nation today are jails: Cook County in Illinois, Los Angeles County and Rikers Island in New York."

Furthermore, there seems to be a recurrent theme. JFK's sister, Rosemary, had brain damage after being lobotomized when she was 23. RFK Jr.'s recent words were, "a worm that got into my brain and ate a portion of it."
