New Orleans Attack - Why Does Every Suspect Have Home Made Bombs They Never Use?

Is it just me, or does every terror suspect have some sort of 'explosive device' they never actually use? Why is this such a common pattern and why does it never seem to make sense?

If the guy got out of his truck and began shooting, what's the point in spending days making a home made bomb?
