Liking but not putting efforts actually .what should a person do .what this means

What if they don't put efforts but they say they love you and sending attachments (insta) and talking about love with you.

here not putting efforts means- ( like not coming to meet you if you ask them as everytime at that time they are busy cause of familial work) So this seems weird love, you are liking someone and loving them but at the same time not putting in efforts so why such people say they like you.totallly nonsense
