How do people make friends?

I’m 36F, and I have no friends. Even in school growing up I was not good at making friends. I basically have acquaintances, people I’m friendly with but that doesn’t extend beyond that moment. I tried making friends in college but it was always the same - acquaintances, where they were friends in class, but never want to hang out outside of that. I’m used to being alone but I really hate it. I’ve lived in this same area now for 19 years and I have nothing. I really don’t know what to do and what’s wrong with me. I’m a pleasant person, I’m not jealous, or an insecure drama creating person, I really don’t get it.
