Florida room to bedroom conversion

Hoping to get some useful info or pointed in the right direction. I live in a 2/1 house but there is a “Florida room” that I would like to convert to a bedroom. I wanted to get some general advice on what would be required to have it considered a bedroom and the consequences of this change. The Florida room has a small flat roof along with air conditioning like rest of the house. The reason for the want is to fulfill the HOA’s requirement of 2 people per room.
