Depopulation plan in action or Upcoming Bird Flu pandemic

How can they have a vaccine for the human transmissible avian bird flu virus that has not yet mutated to exist? Have they already completed the mutation genetics so there is now a human transmissible version that they have made a vaccine for and if so how long until the virus leaks out?
