What is your take on the Executive Order (revision) Biden signed last night? The timing is weird.
Executive Order 13961 —Governance and Integration of Federal Mission Resilience was first signed by Donald Trump in 2020 in the heat of the COVID-19 pandemic. Today, Biden made updates to this EO (executive order) bringing it back top of mind. With Fauci being pardoned today, it would be foolish to overlook the connection.
What is EO 13961?
Executive Order 13961 strengthens the federal government’s ability to maintain essential functions during complex and evolving crises, such as cyberattacks, natural disasters, and pandemics. It modernizes existing continuity plans by emphasizing interagency coordination, advanced technology, and preparedness for threats beyond traditional emergencies.
Executive Committee
This EO notably establishes an Executive Committee during times of emergency and the leader of such council is the Assistant to the President for National Security Affairs (APNSA). When this EO was written, it was Robert C. O'Brien. Under Biden, it's Jake Sullivan. Yes - the same Jake Sullivan who just the other day said, "I hope this is my last time at this podium... the only thing that would bring me back is an unexpected event in the next few days which as you know is totally possible given everything we've seen the past few years."
So what?
Biden revoked half of this EO last night out of the blue. He revoked the executive committee entirely and moves to a Restricted Principals Committee. These shifts suggest a philosophical pivot in how the federal government views resilience—less distributed and more tightly controlled.
It also changes who has control over communications during emergency.
What I can't figure out is... why on the last day of your presidency?
