Are Trump and Musk Part of ‚The‘ Deep State?

Suppose there is an elite that holds cult ceremonies from time to time and controls the world's population, money and geopolitics. The Deep State, which will no longer need many people in the coming years as AI develops and will implement ever stricter laws to restrict us under the guise of catastrophes and fear. I'm not sure whether I believe this or not, but in the end it's completely irrelevant. The only thing I can't explain POV of a conspiracy theorist is the role of Trump and Musk. Are they part of the plan and supposed to play the bad cop who is now taking over the rough part? Maybe they simply want to be Head of their own new Deep State but with similar undemocratic 'bad' goals as the current Leaders? Or are they actually a counter-movement to the elites and 'The' Deep State? I mean Trump barely escaped with his life when he was shot at. That doesn't speak in favour of him being part of the plan. Does anyone have any other thoughts?
