Am I being led on?

I (24F) starting dating this guy (20M) beginning of January. He was the one who pursued me and said he was Okey with the age gap and the distance. Yesterday he told me he doesn't feel excited about doing things with me anymore, is scared that we're both in different phases of our lives, the cultural difference scares him and he's too insecure for long distance. But said he'll still keep checking up on me to make sure I'm okay. Wanted to call me yesterday after our break up call . Even called me today morning while he was working, to ask how I'm doing today. What do I make of this?
