The Venerations In 1984

In 1984 the Inner Party are completely controlling the Lower Class and show complete loyalty to the Party. But why? Normally I would say “Everyone has their own reason for loyalty towards the Party.” But collectivism seems to be the standard. So is it the Fear and Apathy of “Why step out of line to just be killed, when I could instead enjoy these rare commodities.” Or is Severe Brainwashing enough? Side Note: I included an excerpt from the book that relates to my question. “It is a deliberate policy to keep even the favored people somewhere near the brink of hardship, because general state of scarcity increase the importance of small privileges and this magnifies the distinction between one group and another. By the standards of early twentieth century, even a member of the Inner Party lives as austere, laborious kind of life.” I think of the above quote as “Starve Everyone and after a while give 5 people a bit of bread. Those 5 people will feel enormous gratitude towards whoever gave that bit of bread and will do anything to get more bread, for fear they end up starving like thier comrades.”
