Long story short, Project FAIRVIEW is a government surveillance program collaborating with AT&T, allegedly focusing on foreign citizen communications to United States.

Now, this map went viral in 2013 in the aftermath of the Snowden leaks, but never included a legend to show what the symbols mean.

Has anyone ever figured out what the symbols represent?
