How to make friends

I'm turning 17 this year. I've isolated myself for 4 years and I have no one but myself to blame for. I have no job and I'm homeschooled. I live in a small city. Even though I want to go out and try hobbies that involve socializing, like joining clubs, attending events, or taking classes, I can’t because I don’t have enough money. I really want to make friends during my teenage years, especially because I'm unsure if I'll be able to connect with people in college. The problem is, I'm not sure how to go about it.
