Cultural Engineering and Racial Engineering

Will we ever reach a point where instead of being products of trends or random evolution people will intentionally create cultures(e.g. plan fashion, construct languages, design diets, invent laws, invent social norms, etc.) and direct their own evolution(i.e. culture + chosen environment directs evolution)?

There is literally nothing stopping people from forming groups and doing this....
